Q. Since we have to agree upon a defined set of item types PALNI-wide, will PALNI institutions have to collectively agree upon a list of collection codes?

Collection codes serve as genre descriptors for a collection (i.e. Nonfiction, Fiction, Reference, History, Genealogy, etc.).

Whether or not we have to agree upon collection codes will need to be confirmed with Equinox.
